Extensive field study in Hanoi and personal contacts with many children underpin this systematic ethnographic study. The background and ideology of international child rights promotion and welfare efforts are discussed, and the social history of Vietnam is overviewed. It is shown how the background and agendas of the many organisations at work in today's Vietnam often prevent them from meeting the real needs of both working children and those in reforms schools or other institutions.
