This clearly set out report was made as part of the work of the UN-backed East Timor Commission for Reception, Truth and Reconciliation but did not form part of its final 2005 submission "Chega". "Chega" was largely silent on the subject of the role of western arms suppliers and the nations that blindly supported the Jakarta regime and policy. The author of "Complicity in Genocide" is convinced it has to be taken into account along with "Chega" if action to enable resolution and justice in East Timor is to be achieved.
