Legislation and government policies between the mid-1990s and 2002, when ethnic quotas on admission were formally abolished, have resulted in many changes in Malaysia's public universities. This study explores these reforms and their viability. The author's research indicates they were largely initiated by government or other external factors and not actively sought by university staff. The rise of private universities, colleges, and international franchises, and of online facilities is all also seen as being relevant to the future of Malaysia's public universities. Bibliography.
