Prime Minister Mahathir Mohamad's priorities in foreign policy gave an increasingly large place to regional relations, and South-South cooperation and economic growth. This study deals mainly with the 1986-1996 period and considers: factors which influenced the change in foreign policy to a South-South focus; Mahathir's approach to North-South issues and the development of geo-economical rather than geo-political policies; and the impact of Malaysia's technical assistance programmes and its economic ventures. Among the activities discussed are: relations with the Indochinese States including refugee issues and Greater Mekong Subregion development; South Pacific Island relations and technical assistance; bilateral relations with Papua New Guinea and Fiji; Melanesian forestry and private sector activity.
